Installed hardware and software well, and also can selected the video capture device, but software appeared you - The selected device cannot be used. Select another device. 
It is caused by Windows system default the video capture device is a camera device, and it also closed the camera for the applications. 

Click Window icon in lower left corner --- Setting icon --- Privacy --- Camera --- Allow apps to access your camera --- On 

Then, you can open software and set device to get the video.
